Supervisory Government Information Specialist
This position is located in the Department of Health and Human Services, Assistant Secretary for Public Affairs, headquartered in Washington, District of Columbia. As a Supervisory Government Information Specialist, you will: Serve as a senior FOIA program manager responsible for directing and administering a comprehensive FOIA program for multiple organizational components. Direct the review and disposition of highly complex, sensitive, and high profile FOIA requests involving significant public, congressional, media, and litigation interest. Develop and implement agency wide FOIA policies, procedures, training programs, and guidance to improve compliance, consistency, transparency, and operational efficiency. Supervise professional and administrative staff engaged in FOIA operations, establishing priorities, assigning work, evaluating performance, developing employees, and allocating resources.

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: Leading all aspects of FOIA operations, including request processing, appeals adjudication, litigation support, policy development, compliance oversight, stakeholder engagement, and workforce management. Interpreting FOIA, the Privacy Act, FACA, Departmental regulations, and applicable case law to determine disclosure outcomes, authorize releases, and support legally defensible denials. Providing authoritative advice to senior executives, attorneys, FOIA professionals, program officials, congressional staff, advocacy organizations, and the public on complex disclosure issues and FOIA exemption application. Directing workforce planning, training, and quality assurance activities to maintain a high performing FOIA program.
