Program Analyst
As a Program Analyst with the Spaceport Management Office (SMO) within the Center Director's organization, you will be responsible for managing all elements of the program's workforce portfolio. You will serve as the Alternative Contracting Officer's Representative (COR) for contracts managed by the program. This position will oversee contract cost and schedule performance for services within the program's portfolio, ensuring Center services meet the varied needs of the Spaceport's customers.
- Provide integrated recommendations to management regarding issues, policies, and initiatives. Integrate cross-cutting, programmatic issues in adherence with the governance model during the Planning, Programming, Budgeting, and Execution process.
- Serve as the Alternative Contracting Officer Representative, ensuring contract oversight, sound internal controls, proper use of public funds, and effective communication between contractor, Contracting Officer, and benefiting customers.
- Serve as the organizational workforce expert, planning, estimating, and monitoring all elements of the program’s workforce portfolio. Engage with multiple center customers, ensuring requests align with program priorities
- Ensure programmatic funding alignment with leadership priorities by conducting analyses that assess the activities of the program’s performance (technical, schedule, and fiscal) versus planned assumptions.
- Establish budget guidelines for projects under the purview of the Control Account Manager (CAM). Review and approve project budget submissions and allocate funding to the supporting project offices.
Requirements
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Analyzing program financials, identifying areas for potential cost savings and data trends to determine program effectiveness; Designing or managing analytical tools to perform workforce/funding projections and trends; Performing contractual oversight and management as a Contracting Officer's Representative (COR) or Alternate COR.
